What is a Physical Functional Capacity Evaluation?

A Physical Functional Capacity Evaluation (FCE) assesses a worker’s current physical tolerance for work. It provides objective information about what an individual can safely do in relation to their job demands, helping guide decisions about work capacity, suitable duties and return to work planning.

FCEs offer practical insight into a worker’s functional capabilities as they relate specifically to work roles, tasks and environments.

Who conducts the assessment?

Physical Functional Capacity Evaluations are conducted by a registered allied health professional, including:

  • Exercise physiologist
  • Physiotherapist
  • Occupational therapist
  • Osteopath

These clinicians have expertise in musculoskeletal conditions and how physical capacity may impact safe and sustainable work participation.

How the assessment works

Each FCE is tailored to the individual and the requirements of their role. The assessment focuses on observing functional performance and tolerance during work‑relevant tasks.

An FCE may assess activities such as:

  • Push and pull tasks
  • Lifting and carrying
  • Overhead and forward reaching
  • Gripping and handling
  • Walking, stepping and crawling
  • Standing, sitting and bending

Clinicians observe movement quality, strength, endurance and tolerance to activity to form an objective picture of work capacity.

Why it matters

Functional Capacity Evaluations provide reliable information that supports informed decision‑making in the workplace.

FCE findings may be used to:

  • Establish an individual’s safe work capacity
  • Support decisions about fitness for duty where capacity is in question
  • Facilitate a safe and durable graduated return to work
  • Identify opportunities for workplace modification or reasonable adjustment
  • Understand whether a worker is performing at their maximum functional level
  • Assist with redeployment or transition into alternative duties or roles

A well‑conducted FCE helps move return to work discussions beyond assumption, providing clear, evidence‑based guidance that supports safe, practical and sustainable outcomes.
